Bill Rand was a nurse at the Hessberg Medical Center, and a resident of Haven, Maine.
Rand and Nurse Wilson engaged in a scheme to steal chemotherapy drugs from the Center, selling them to other clinics and replacing them with placebos. The scheme led to the premature deaths of at least twelve Hessberg patients, including Reuben Halter and Sarabeth Aarons.
Rand was killed by the Dark Man for his part in the drug stealing scheme.
